System Settings, then Accessibility, then Spoken Content, then System Voice, then Manage Voices. Find Japanese and download "Kyoko (Enhanced)" or a Siri voice.
iPhone or iPad
Settings, then Accessibility, then Spoken Content, then Voices. Find Japanese and download "Kyoko (Enhanced)".
Android
Settings, then System, then Languages, then Text-to-speech. Open Google Speech Services and install the Japanese voice data.
Windows
Use Microsoft Edge, which ships the "Nanami Online (Natural)" voice. Chrome has "Google 日本語" instead.

Kanji Kuma is free, has no account, and does not track you. Everything runs in your browser and keeps working offline once the page has loaded. The idea: say the subject first, then say the rest in reverse, add a particle after every noun, and put the verb last.
